DEAF INTERPRETER: Hello my name is Michael Boucher and I am a Deaf Interpreter. I will be summarizing Governor Newsom’s press conference from September 21, 2020. Governor Newsom focused on four main points today and those points are unemployment insurance, coronavirus, the wildfires and the homeless.

GOVERNOR NEWSOM: You might be wondering what unemployment insurance is. When an employed person’s life is turned upside down because their boss had to lay them off, they are now unemployed with no income.
GOVERNOR NEWSOM: They worry about being able to afford food, rent and evictions, family needs, and other incredibly stressful things that come with being laid off. Thankfully there is a program called “unemployment insurance”. To get into the program, you need to fill out an application, which the state reviews.
GOVERNOR NEWSOM: If the state approves your application, you will start to receive money and that will help you get through hard times. You will still be able to buy food, pay rent, and so on. This program is different from SSI.
The coronavirus pandemic resulted in many businesses such as stores, bowling alleys, movie theaters, restaurants, schools, etc closing their doors.
GOVERNOR NEWSOM: This had a ripple effect and many bosses had to lay off employees, which caused a surge in unemployment and general stress. Try to imagine many of these people filling out unemployment insurance applications.
GOVERNOR NEWSOM: This caused a huge backlog of applications at the unemployment office! Approvals took a very long time but all the while, the backlog continued to grow. Applicants had a very long wait while the unemployment office went through the ever-growing pile of applications. Applicants continued to feel stress about being able to afford meals and rent while they waited for their turn to be reviewed. The process can easily take a couple months, which is much too long for many people. The Governor knew that a long wait wasn’t feasible so a discussion on how to improve the process was had. Going forward, new applicants will go through a much faster approving process. Earlier in my video I talked about how people were being laid off and businesses were closing their doors because of coronavirus. If we want businesses to reopen, we must take safety seriously! There is a test you can take.
GOVERNOR NEWSOM: It looks like an ear q-tip but longer and it is inserted into both nostrils. This can be uncomfortable. The q-tip is sent to a lab and looked at under a microscope. They will be able to tell if you are sick with coronavirus or not. The Governor has one word of caution for us. The cold seasons are upon us and every year around this time, people tend to get sick with the flu.
GOVERNOR NEWSOM: The flu is when you feel really lousy and have a stuffy or runny nose and you just want to stay in bed. The flu is very common and an expected part of our winters. However, when we combine the flu with coronavirus in one body, that can spell out disaster.
GOVERNOR NEWSOM: The Governor urges you to go to the clinic, wait patiently in line and meet with a nurse. The nurse will use a sharp needle and inject a vaccine into your arm. That vaccine will prevent the flu.
GOVERNOR NEWSOM: The Governor has talked about how this year, 2020, is the worst year ever for fires. While it is true that California is no stranger to wildfires, this year is incomparable.

GOVERNOR NEWSOM: There are numerous fires all over the state of California and our new record for the largest fire ever is called The August fire, which is in Northern California by the ocean. It is a huge fire!
GOVERNOR NEWSOM: Now I am going to talk about homelessness, which basically means a person without a home. Sometimes you find them shivering and hungry on the sidewalk or the park. Often they ask for help or employment. These people do not have homes. The state of California is concerned about this population because of the fast-approaching frigid cold months as well as potentially contracting and spreading coronavirus. We want to avoid this and our solution is a program called “Project Home Key”.
GOVERNOR NEWSOM: This program is very well funded and they buy hotels with rooms and beds and they are given to homeless people at no cost. So now previously homeless people have a place to sleep, cook, eat, bathe, clean clothes, and be warm. All of this equals a healthier body and they are less likely to get sick with coronavirus. This will also help reduce the spread of the virus, which we really do not want. The Governor is happy with how this newly launched program has been progressing. The program focuses heavily on three groups: LGBTQ, senior citizens and farm workers.
GOVERNOR NEWSOM: Those three groups are at a higher risk and require assistance.
